I'm more than sure if China is against it then it's a good thing.
That's not a bad rule of thumb.
However, the DoD and the USA research infrastructure is being so badly damaged by purity tests and blind cuts and intimidation that being able to do this to stop ICBM's will become much harder.
Look at how/why USA scientists shot past the Russians 60-70 years ago. Big funding, freedom of thought, peer review, independent inspector generals, etc. Once you put loyalty tests and nepotism and other forms of corruption etc - like how all totalitarian states roll - you kill your science and future.
Look at Putin's Russia or North Korea's military - defective products, armaments that don't work, etc.
