Units at comparable properties such as the Ritz-Carlton and Shangri-la are also priced at roughly $3000/sqft. So at least on a relative basis $28M for 9000 sq ft isn't necessarily out of line.

Apparently the unit was bought by an international financier. This won't be his principle residence.
