Umm...since the vast majority of the murdering is done by blacks, shouldn't they just set up urban checkpoints in cities with high crime rates (well, okay, that would be all American cities) and randomly check blacks for ID, weapons, etc. and question them about the purpose for being in the neighbourhood? Any suspicious blacks could be locked up for 48 hours just to get them off the street. That would solve the problem, wouldn't it?
