Could be anything from delinquent payments, nuisance neighbor, constantly violating rules etc
This sounds like revenge killing. Sad for all individuals and their families
Two sides to every story. Guess we won't get to hear theirs. Troublesome tenants/owners can make everybody's life hell. And they generally know how to do it.

Time for some self-reflection.

All the comments above demonstrate that few actually watched the videos the shooter posted before rushing to post something, anything in a rush to judgement based on our pre-conceived bias'.

From watching the videos posted on his Twitter/Facebook it is clear this man has severe mental illness, and in some videos he is clearly suffering from the effects of sleep deprivation.

Just watch this one video he posted at 4:37 AM early Saturday morning, a few hours before he went on his rampage to get an idea...

Essentially, he feels that the proximity of some electrical transformer and wiring is causing his runny nose to burn his skin etc. Blames others for making him suffer.

Likely suffering from:

Paranoid personality disorder (PPD). It
is a mental health condition marked by a pattern of distrust and suspicion of others without adequate reason to be suspicious. People with PPD are always on guard, believing that others are constantly trying to demean, harm or threaten them.


From the reporting so far, it seems he took the Condominium Corporation to court. Likely seeking them to shut off the electricity or something. Likely already complained for years to Management and the Directors, who likely and rightly dismissed his 'allergy to electricity'.


So he decided to just go door to door and shoot them.

My supposition is this is a case of a severely mentally ill, delusionally paranoid , sleep deprived man using a gun to murder people who thought dismissed and demeaned him, and thought were trying to harm him by keeping the electricity on.

Did he use an old double barrel shotgun he used to use for hunting before you needed an FAC? Highly unlikely he recently got a PAL, and unlikely he bought it on the black market.

Really hard to prevent these kind of tragedies. And I hate to say it but it's a good thing for everyone, including the mentally ill old man, that he is dead himself.

And it shows what a SHITTY, thankless and risky undertaking it can be to be a Director of a Condominium Corporation.

Really sad that they had to pay the price of being an unpaid volunteer with their lives.

So because I am sick at home with not much to do, I did a little detective work and came up with this case.

TLDR....Mentally ill, old former bricklayer man with a history of making (and losing) personal injury claims starting 30 years ago (here and here) was delusionally paranoid and this time filed his appeal with his old shotgun.

Here are a few key points:

The Claim and Background to the Claim


[2] Mr. Villi is a resident in a condominium administered by York Region Standard Condominium Corporation No. 1139 (“the Corporation”). At the time the claim was issued on December 15, 2020, the defendants were directors and officers of the Corporation, though this fact cannot be discerned from the statement of claim.

[3] The claim seeks, inter alia, payment of $2,000,000 from all defendants jointly, damages in the amount of $2,000,000, aggravated damages of $100,000 from each defendant, and punitive damages of $2,000,000. While the Corporation is not a party to the action, the plaintiff seeks an order compelling the Corporation to comply with a list of repairs directed by the plaintiff.

[4] The claim alleges that the defendants have committed “Acts of Crime and Criminality” from 2010 onwards. It also alleges that the defendants have, for their own personal gain, reasons and purposes, “negligently purposely” caused him harm, pain, suffering, stress, damage to physical and mental health and his financial well being.

[5] The statement of claim also states that Mr. Villi has reasonable and probable grounds to believe that each of the defendants has committed criminal offences, including perjury, extortion, fraud, criminal harassment, criminal intimidation, defamatory libel and slander. Each alleged criminal offence is also pleaded as an offence of accessoryship and conspiracy. These various criminal allegations are pleaded using the standard form language normally used for criminal charges in a sworn information.

[7] By way of background, in November of 2018, the Corporation commenced an application against Mr. Villi pursuant to the Condominium Act, 1998, seeking to restrain Mr. Villi’s allegedly threatening, abusive, intimidating and harassing behaviour towards the Corporation’s board of directors, property management, workers and residents of the condominium.


[8] In June of 2019, Mr. Villi commenced an application against the Corporation relating to issues stemming from an electrical room beneath his unit and also relating to alleged oppressive conduct on the part of the Corporation.

Law and Analysis


[17] In the course of his submissions, Mr. Villi spoke at length about the nature of the claim he seeks to advance. As I understand it, Mr. Villi believes that the electrical room which sits beneath his unit is improperly constructed, resulting in the emission of electromagnetic waves which have caused him significant pain and suffering over the years. Mr. Villi believes that the board members of the Corporation have actively engaged in efforts to intentionally harm him, likely at the behest of the powerful developer who built the condominium. Mr. Villi believes that all the individuals involved have not only conspired to harm him but have also conspired to ensure that the truth of the matter never surfaces.

[19] Ultimately, I conclude that the statement of claim is, on its face, fatally flawed. It is plain and obvious that it cannot succeed and therefore must be struck. I would also find that the claim is frivolous and/or vexatious

[22] In terms of costs, the defendants seek partial indemnity costs of approximately $10,900 all- inclusive based on full indemnity costs of $17,973.45. Mr. Villi is opposed to any order of costs.

[23] Having considered the costs outline in concert with the principles that guide the determination of costs, particularly reasonableness and proportionality, I find that the costs claimed are excessive when viewed in context with the nature of the issues raised and the relative simplicity of the motion and the efforts taken to date in response to the action. Costs are fixed at $2,500 all-inclusive, payable by Mr. Villi within 30 days.

I agree with you that in some situations, the Court's are not fair. I am reminded that it is a 'legal' system. Not a 'justice' system. Unfortunately, and fortunately if you think about it.

And certainly there are some rotten, corrupt Condo Boards with fucking asshole Directors on power trips. But even the good Boards,Managers and Directors have to deal with unreasonable, and often mentally ill residents. Fucking awful situations happen in the Condominium system in Ontario. (Florida 'Home Owner Associations' -HOA's are fucking the worst!)

Anyways, after reading the Court's decision, watching his videos, nothing, and I mean NOTHING in his claim is legitimate. He is simply a severely mentallly sick man, who likely snapped after an extended period of sleep deprivation. No question that if he had not been killed himself, that he'd (justifiably) end up in Penetang after being found not guilty because of his mental disorder.

Excellent post! I was about to write the same thing, that he has severe MH issues, evident in that runny nose video I saw on his FB. His made-up allergy to electricity is something out of the BCS show where the title character's brother can't even have batteries near him.

Glad nobody in his building "rushed to judgement". Heaven forbid. Who knows what might have happened.
At least this guy only burnt his house down.
