Divorce rates are irrelevant in the 70% statistic. It refers to the marital status of the parents at the time of the black child's birth. This statistic may be more of a commentary on the institution of marriage more than anything else. The 70% figure is not broken down into its' components, ie: commonlaw relationships, one night stands, semi-permanent relationships, 'baby mother' relationships, etc. All it means is that slightly more than 30% of black children are born to parents married to each other, and the rest aren't.
