Try the Queen Mother cafe on Queen st. They dont have a formal high tea per say, but they know how to make a good cup of tea.

There is a place by the Forks of the Credit, north of Brampton that had a wonderful tea service, but the last time I was there was in the 80's

the tea house at charring cross station but it is a seven hour flight!---there is also a really nice place 3 or 4 stores down from harrods:)

my mum's place honest! she's got this nice stack of splosh that came all the way from Yorkshire..
if you want quite alright tea you've got to try Fortnum and mason! trust me bertha my mama doesn't call it the ecky for no reason!

Casa Loma, or the place beside, Spadina House maybe, occasionally has bookable tea sittings. In season.
