This sounds to me like the missing millions in Iraq, which after much yelling, screaming and conniption fits (particularly on TERB) turned out to be sitting right where it had from the outset.

A government is a government, they're all corrupt as hell, just varying degrees and associated costs.
Not always, some governments learn to get along and get things done without the bone deep corruption you try to paint exists everywhere. The Territorial government are very efficient because they have to be. The NWT government is done by consensus and a real example of how it can be done.

Let's see if we can stay on tack. we a re talking about the Federal Conservative.

Of course yopur blanket statement hold because you basicall said more or less, which means any type of operation short of a church picnic would fit.

Let's please keep in mind that this money was properly allocated and approved by Parliament in the relevant budget documents and implementation acts. We just have no way of knowing with any certainty if it was spent properly, or improperly.

And let's face it: this money was allocated to our covert operatives (among other anti-terrorism measures). If they were going to mis-spend money, it probably wouldn't be from the money actually allocated to them. And if it were, they wouldn't be very good covert operatives, would they? Sure, I can say that most of the money was probably spent under the Liberal administrations of the day, but I'm not going to play those political games today.

One thing that did change is that as of 2009 Harper won't report the spending at all. That's why the AG report only goes as far as 2009, after that we'll never find out where the gazebo's are going.
$12 billion does seem a lot to protect us from the Toronto 18 and the two alleged plotters just arrested, though, doesn't it?
