How about blaming Saddam Hussein for attempting to shoot down aircraft patrolling the no-fly zones, playing all sorts of "games" and failing to come clean about his WMDs. Now one can say well it was a dangerous neighborhood and he was afraid of his neighbors - which doesn't change the fact that he was dodging and weaving with the best of them.
