This has been answered before - Avatars are not an option for this board given the high bandwidth consumption.
If we decide to enable them they will be restricted to advertisers and those who have sent a donation to TERB.

Fred Z - I have no reason to advertise, and I was ignorant enough to overlook the possibility of donations. I've benefited from your board here though. Have you made it known you accept donations? Maybe if you post a sticky that you accept donations and/or even have some identified benefits (for example: a discount with certain advertisers would benefit your members and most likely increase business with your advertisers) to making a donation it would help your cause, which I assume would help this board become even better than it is. This may set you up for partiality comments though. Just some thoughts....
