Best program to make DVDs?

Does anyone know of a good program to make DVDs? I have some media files (pics and movies) that I want to use to make a DVD. It has to have a menu, and some audio for the menu.

I tried Windows DVD Maker, but it doesn't have many features. What is the best program out there, and are there any for free? I tried searching, but none seem to be very good. Thanks.

Roxio makes some good products. They have an Easy Media Creator. I use it (with great success) for CD's. I imagine the DVD program would be of comparable quality.

This is a good quesion. He probably wants to know the best program that he can down load for free, and makes CD's too, that wont send you spam or take up to much memory.
