In light of 9/11, I think it is highly unlikely that any President would deprive his military and intelligence agencies of whatever they required and requested to deal with America's number one most wanted terrorist.
The President is the Commander-in-chief and the leader of an extensive team with many layers.
He is not the Dictator-in-chief.
Is it possible that Bin Laden evaded capture because of a lack of US resources assigned to him?
Yes.
Is it more likely than not that this is the reason, I highly doubt it and see no basis to make such an assumption.
The US has the capacity to fight 2 major wars, and I don't mean Iraq and Afghanistan.
The amount the hunt for Bin Laden taxed this capacity is a drop in the bucket.
There is only so much assets and personnel that would be required for a particular task.
It's not like he was caught in a random sweep of caves and mansions made possible with more boots on the ground.
It's not like he was caught on satellite because of more technicians looking.
It's not like fighting a tug-of-war and just adding more bodies to the line.
