After doing a quick search of the MTO website the answer is: According to the MTO website you can get a UVIP of any vehicle, but not anonymously (unless you lie about your name and claim it was stolen from your mailbox I guess).
From the site....
- The UVIP you request will be mailed to you at the address we have on file or the delivery address you provide.
- Allow approximately 15 business days for delivery.
- To complete your UVIP request you will need:
* The Vehicle Identification Number (VIN) or the licence plate number of the used vehicle.
o It is recommended you enter the VIN to ensure that you receive the record for the correct vehicle. If you enter a licence plate number, the UVIP will provide vehicle information for the vehicle to which the plate is currently attached according to MTO's records.
* Your Ontario driver's licence number or Registrant Identification Number (RIN), or your name and address
* A valid credit card (Visa, MasterCard, American Express)
* A printer to print your receipt
