I haven't read the article, but this is my take.

They're addicts. It does nothing to charge these people for simple possession. Fines and jail don't work. Not to mention the insane amount spent on court costs and housing addicts. Better off spending that on treating these people. You can't save everyone and jail won't help these individuals. Not to mention, you can pretty much get all the drugs you want in jail. System is broken.

Go after the traffickers, but the pour guy who's just feeding his habit isn't helped by being fined and being sent to jail.

Fining and jailing people with a medical condition (yes, addiction is a medical issue) makes no sense. Do we fine or jail people for having cancer?

We still have this very warped view that addiction is some kind of moral failing and that its akin to crimes like theft.

Aside from people with addictions, is it really a big deal if someone has party drugs like MDMA for personal use? Who am I really hurting by taking some M or G? Decriminalize and spend the money that would have been used in the criminal justice system on education so people know the risks and can take their drugs in a smart and safe way.

I believe the way it works in Portugal, if you're caught with drugs you are required to attend a meeting with Justice of the Peace, a Lawyer and a health care professional (psychologist). In other words, they offer the addicts help instead of giving them a fine and/or throwing them in jail. Make total sense.

Both here and in the US, the premise is to arrest everyone who has illegal drugs. It's been like that for decades and we aren't even close to winning the war on drugs. As the saying goes, the definition of insanity is doing the same thing over and over and expecting a different result. And that's exactly what they're doing.

Is there really that much enforcement with regard to hobbyists?
Enforcement is not the point. Decriminalisation is. I already lived in a country where the law is not the same as reality, but can be used by authorities whenever they want to applied only to whomever they want.
