An un-elected Prime Minister is kind of toothless if he cannot rebut questions and comments in Parliament.

That only renders the opposition toothless. At some point parliament needs to be reopened to pass legislation and approve new spending measures.
Which has nothing to do with being able to enact policies and forward his agenda.
