How about a larger cut and then adjust UP? Taking people in is easy. It's dealing with too many that causes problems. Right now we don't have a population shortage, we have a dealing with a previous surge problem.
And yes, a recession means less jobs, and higher social services spending for existing citizens. So it does matter.

I have never been in favour of the carbon tax for citizens. When have you ever heard me say that? I am in favour of it -- strongly, I might add -- on industries. Having that tax allows us to trade with the EU and UK.

But the more we bring in, the more uncertainty arises.
Look, we can all agree that the Trudeau government mess up immigration, especially the TFW program and to a lesser extent, the International students program. What they did was make housing more expensive and made it hard for Canadians (especially teens) to get jobs in places like Tim Hortons. That sucks. And, now that they've reversed course, colleges and universities across Canada (especially the ones who really recruited international students) are slashing programs and courses...which does suck for them because Ontario (and other provinces) won't allow them to raise tuition fees...
But, the one part of the immigration problem that not many people are addressing is Canada's demographic timebomb. We have an aging population and a birthrate that is well below replacement levels, let along growth. We need younger workers to help support the elderly (in healthcare for example), as well as work the jobs of the future. And, let's be realistic, having a large domestic market would help build Canada in several ways.
So, what I'm saying is, we still need to a pipeline of immigrants to help build this country. I know there are several righties out there who just want white Europeans to be the main source of immigration....But, that is not the case. But, I still think Canada's points system for immigration is top notch, and should be continued. And, the provinces should forces their regulatory bodies (like the College of Physicians and Surgeons) to make it easier for foreign born and trained doctors to practice in Canada. Why are we wasting talent like this, forcing them to do shit like drive a taxi? Especially when we need more doctors and nurses...
The bottom line is that we need a solid plan. One where we get the best and brightest immigrants to come here and help build the country, even settle new areas. I mean, one of the potential benefits of climate change is we could see more people living in the North. Of course we would need to massively invest in infrastructure to make that a possibility.
