According to the biker, and not corrected by Cuomo, he didn't encroach on the property. He stood outside of it. Someone from Cuomo's group, and then Cuomo himself, approached him, asking what he was doing.

Cuomo was in the presence of his own family. They probably travelled in their own vehicle to that property. If the Papers were signed in his name and Cuomo paid for all of it, then legally it is his property. He must have gone to overlook the work that they did when they were not around. Why would Cuomo approach him if he was on the path itself?? From what the biker was stating that he wanted to take a look at the renovation, he might have even stepped into the backyard thinking that it was empty. So you tell me why the biker was interested in Cuomo's visit to his own property and when we was not affecting anyone else?? In other words he was still social distancing from the public.
