Not true at all. What is true is that 3% of the population in the west causes more than 50% of the major terrorist threats. Could be 90%.
Not sure what the approximate rate of terrorist attacks in the Middle East is caused by the 3% or so of the population that is non-muslim. I'm sure there has been one somewhere.

The two men were dressed as women.
The FBI after less than three hours said "it definitely wasn't a terrorist attack." Perhaps the FBI has some definitive piece of information that they haven't yet shared, but otherwise how on earth can they be so certain this early in the investigation.
Whether an incident involves terrorism or not depends not only on the nature of the act, but also on the motivation of those doing the act(s). Race or ethnicity are irrelevant save to the extent that motivation may relate to them.

The two men had been partying all night. They stole an SUV belonging to a friend, further they had a pistol and cocaine in the SUV. They approached one of the gates at Fort Meade, they were told to turn around (they are not the first folks to take the wrong exit), instead they sped up towards the gate, the security force raised the barriers and opened fire on the vehicle when they refused to stop.
One word IDIOTS, and one of them is dead due to their idiocy.

The FBI has identified the man killed Monday at Fort Meade as Ricky Shawatza Hall, 27 of Baltimore. He had a criminal history in Maryland and was on probation after pleading guilty in 2013 to robbery at which time further charges of assault, theft and disorderly conduct had been dropped. At the time of his death he was facing two charges of violating probation. A 2008 charge of robbery had been dropped by prosecutors.
British newspapers are however reporting that there is an additional twist to the story.
