My understanding from a very brief read and listen is that the NYPD wanted to get HW to admit to deliberately groping the girl's tits on a wire in order to prove "mens rea" - i.e. that it was deliberate and not just an accident. If he deliberately grabbed her tits, it's sexual assault. Simply propositioning her in a crude way is just being a pig.
I think he was too powerful and nasty to blackmail. HW had a lot of friends, enablers, allies, lackeys and money.

I thought of that too after I wrote my post, but he also has a lot to lose. Even by someone who wants to seek revenge on him WITHOUT money (said revenge seeker hires an escort, approaches or propositions him, get into a home or hotel suite, film it somehow, and release it online to the press, whatever would look bad).
