NewsFlash: no one has yet succeeded in "making" people anything. Not even God, Jesus and all the prophets. That's why amputation doesn't work in Muslim countries any better than hanging petty thieves did in Britain. And the Three Strikes thing is a runaway success I hear. Save some of whatever you're smoking for me, please.
People can make themselves change, and if thieves know that the cops pursue and catch their kind, even they might be bright enough to give that occupation up. After all, it's a hard way to turn a buck. But that'll take lotsa cops on the street, not in cars, and that takes taxes. Gasp! not that! Might be even cheaper for us if there were jobs for these bozos, so they could pay taxes, but that is a $64K question isn't it? Still, bet there aren't many job holding, tax-paying smash n' grab guys.
Interesting isn't it, that it's often the most punished kids who grow up to punish society—just check the backgrounds of the prison population.
These days California alone imprisons more people than most the countries of Europe put together, and I've heard no one reccommending vacations in Lompoc—in fact didn't some of the photo star MPs from Abu Ghraib learn their trade there? So if you're right California's crime rate would be real low, and Europe's real high.

Just as an aside, for my own interest: based on the way you use the terms liberal and conservative—could you be from south of the 49th
jrrreader? Because we actually have political parties (two of them, no important ideological differences) with those names—to say nothing of being in the midst of an election—the liberal/conservative obsession some Americans have can sometimes produce misunderstandings, when exported to our side of the line. Of course, if you're a fellow Canadian, you're just plain wrong. And maybe even a Sens fan.
