I think the Russians blew it up. But CAP started in 2016 and NATO partnership in 1994. So there has been long and growing NATO involvement in Ukraine.

If involvement in the NATO partnership for peace (which is what I believe you are referring to for 1994 there) is proof of being inappropriately involved with NATO, that's a pretty fascinating claim.

But that is what you were saying, right?
Ukraine joined Partnership for Peace in 1994, and therefore was inappropriately involved with NATO since then.
That was the foot in the door.
