Sounds to me like the Shitty of Barrie is promoting the licenced pimp. You are getting screwed at even $90 an hour.

The city of Barrie IS a pimp. At least the agencies provide advertising, transportation, and some level of security. They do the booking and have a list of bad clients that I can avoid. At least for someone starting out the costs are too high to do it on my own. The agency has regular clientelle and is in the phonebooks and the people seem nice. For now it is a much brighter prospect then working on my own without adequate supports in a new town.

Yet unlicensed agencies advertise in the papers and in the phone book everyday and nothing happens to them.

So escorts and agencies pay the city a lot of money for licensing and pretty much nothing happens to those who don't get licensed but the city makes a bunch of money. And other cities don't license escorts at all.

Why don't indies who are licensed have to abide by the conditions (no touch) of the license?

You might be right. I guess i shouldn't be revealing the protocol of this company. Let me just add - that was all hypothetical.

Most like me apparently start the process right away but there are some girls who are not likely to make a lot of money and i would hate to see them fork out the fee. Really the city shouldn't be telling the agencies how to run an escorting business.

Most of the unliscensed agencies are not based in Barrie anyways so they have no jurisdiction in Barrie
All the unlicensed companies I know of are based in Barrie. I have done a thourough call around of every agency in the Barrie paper in the last 2 weeks. Everyone I talked to was based in Barrie. And every company that advertises in Barrie is supposed to be licenced whether it is located in barrie or not.
