There are lots of problems caused by the US government. One of them is the continuing inability of Americans to live within their means. Republican administrations have more than any others been responsible for that tragedy. (Democrats have tried hard to spend as irresponsibly but not quite matched.)
The price of oil is not one of the things that the US govt. controls beyond the extent to which it raises it by starting wars in the Middle East.

Tell it to your conservative friends in the Senate. The Republicans have set a record for forcing a cloture vote on legislation or threatening to filibuster. Since it takes 60 votes to pass cloture, the GOP has managed to effectively shut down the Senate, setting a new two year term record in only one year. George for his part has over the years set his own record for signing statements, many times over any previous President. Signing statements are used to agree to accept legislation while choosing to ignore the bits he doesn't like, which many times is most of it. George's overuse of this tactic is quite frankly an embarrassment.
