TTC fare increase goes into effect

John Tory says “brighter days are ahead for the TTC” thanks to $95 million in service improvements that could begin going into effect in less than two weeks’ time.

Tory made the comment at an outdoor rink near Bathurst and Dundas streets on Sunday afternoon as a 10 cent increase on tokens that is expected to cover about $39 million of the service improvements officially went into effect, along with a new policy allowing kids ages 12 and under to ride the TTC for free.

The executive committee is expected to consider the proposed operating and capital budgets tomorrow. City council as a whole will then vote on the budget March 10-11.

“This is the beginning of a time where we are going to be making a huge and historic investment in the TTC. We are going to be buying more buses, we are going to be restoring bus routes, we are going to be brining bus routes back that were diminished and we are going to be reducing crowding levels ,” Tory said. “Changes are coming. They are not a ‘what if?’ or a ‘maybe;’ they are coming. More buses will be ordered, more buses will be deployed soon and more trains are going to be put on the subway. I think it is an important day to celebrate.”

During the mayoral campaign Tory said that he would not hike TTC fares, but he later said that he changed his mind after realizing that previous administrations had "starved" the city's transit system "to the breaking point"

Speaking with reporters after taking a streetcar from Bathurst Station on Sunday, Tory said that riders should expect that fares will be "adjusted to a modest degree as required" going forward.

"There is a system to be run. It has costs that rise from time to time and we will adjust fares as necessary," he said.

Like I said. Good. More transit coming. My tax dollars going towards improving it works for me. I have no issues with a fare hike if it's going to have increased service levels.

I, like thousands of Torontonians, am all for Transit Improvement.

Improvements promised by Lie-yer John Tory? Not so sure........

What promises he has kept?

Scarborough Subway? Maybe.

Besides Scarborough Subway? Nothing...............?

Will he now deliver the promise of getting more buses and trains the way he delivered the promise of "No TTC fare increase"?

During mayoral election 2014 campaign Candidate Olivia Chow proposed to increase bus service during rush hours. (JohnTory laughed at the idea at the time and) TTC rejected her idea out right.

Why TTC confirmed her idea was not, and is still not, doable?

Even though remembering details isn't your strength but do you remember the TTC reason to reject Olivia Chow's proposal?

Wrong again. They didn't reject the proposal. They rejected her cost estimate of only 15 million to do it. And showed what it would actually cost.

Guess it was a case of her......not knowing eh?

Chow pledge to bump TTC bus service depends on finding more vehicles

How do you spell transit relief? If you’re Olivia Chow, it’s B-U-S.

She is promising to provide better transit if she’s elected mayor, with a10 per cent increase in bus service. Chow says she will use $15 million from the city budget to ease the commute of the 60 per cent of TTC riders who take the bus.

But does the TTC have the vehicles and drivers to make it happen immediately? Some buses may be available in the off-peak. But TTC officials are adamant there are no “spare” vehicles to be had for the rush hours when the relief is most needed.

Chow’s spokesperson Jamey Heath says transit experts consulted by the campaign differ, saying that the TTC will have enough buses in the existing fleet once vehicles are taken off diversion this summer, where they have been filling in for streetcars during construction projects in areas such as Queens Quay, Queen St. and Spadina.

Heath says Chow’s team has discussed the plan with TTC staff. But there have been no formal consultations, says transit spokesperson Brad Ross.

“TTC staff does not, and will not meet with or give advice to candidates,” he said.

The TTC doesn’t have any more buses to put on the road during the peak hours when demand is greatest, stressed Rick Leary, the TTC’s new chief service officer.

In fact, the TTC is looking at putting 21 fewer buses on the street each day — three from each of its seven divisions — starting this fall. It may be counter-intuitive, but it will make the service better by improving its reliability, he said.

The buses need to be more rigorously maintained because too many are breaking down on the road, said Leary.

Every day about 100 to 140 buses break down or can’t leave the garage. Sometimes they simply won’t start. That leaves riders waiting longer at the curb.

About 15 to 16 per cent of the TTC’s total fleet is in the shop for maintenance or repairs at any given time. That includes warranty and recall work and vehicles that are being rebuilt in the TTC’s in-house program that extends the life of its buses.

Because the TTC is trying so hard to keep up with its ridership, its maintenance has been falling short of the industry average, according to Leary.

“Our fleet is getting older. It is so important that we do proactive maintenance, not corrective maintenance. What we’ve got ourselves into is we’ve got such a small ‘spare’ ratio, we’re more of a corrective-action maintenance than proactive. You need 18 to 20 per cent (under maintenance) to have good proactive maintenance programs,” he said.

That’s the ratio Leary says was the guideline in other transit agencies where he worked, including Boston and York Region.

“You don’t wait until things fail. You know they’re going to fail and you replace them,” said Leary.

He also stressed that the TTC can’t add more service by redeploying the buses that are currently filling in for streetcar diversions. The only reason those buses are available during the summer construction season is that the TTC intentionally puts out less service while students are out of school and ridership is down.

In the fall, those buses will be back on their routes carrying the usual packed rush-hour crowds.

There may, however, be some capacity for off-peak service, said Leary.

Chow has said that bumped-up bus service is achievable almost immediately after the election. But ordering new buses takes time. At a cost of about $500,000 each, they have to go through the city and the TTC board capital budget approval process; then there’s a public bidding process.

Even if there were more vehicles, the TTC doesn’t have anywhere to store them. It is $100 million short of the $180 million cost of a planned storage and maintenance facility near McNicoll Ave. If it finds the funding, the TTC says it will take until 2019 to open the garage, and it is already short of indoor storage for its existing fleet.

The TTC would also have to hire more drivers.

TTC actually was adamant more buses were needed and because more buses were needed more storage facilities were needed. And the McNicholl Facility is short of funding to finish and even with full funding it won't be available until 2019.

So where those new buses Lie-yer John Tory promises will be stored before 2019? Your condo? Your house?

Hard reality will come when TTC come back to the Council for extra funding for storage facilities to keep Lie-yer John Tory 's phony promise alive.
