These surveys are biased. Women will usually want to lower the number and men will want to raise their number.
To further complicate matters I'm sure there are men and women who are either extrememly sexually active or celibate that help to throw off the numbers.

Every time they publish a study like this the results are different. I remember one for Canada where the men claimed 11 and the women 13. How is that possible? There are different ways of calculating an average. They probably used the median instead of the mean, which makes sense if you assume (as I do) that a very small number of men have a huge number of partners, like over a thousand. (I'm sure you are all familiar with the "Catalogue Aria" from Don Giovanni...or perhaps not.) If most women get bedded by a guy like that once or twice in their lives that accounts for the typical woman having a couple more partners than a typical man. There's also data available for different countries, which would no doubt provide for hours of conversation.
It's probably accurate. I'm on my sixth "real" relationship (ie: lived together or seriously considered living together), and I bet there are lots of people who never have sex outside of "real" relationships.
If it's a median than the 20-30% who have sex with +100 people balance off against the 20-30% who only ever have 1. I'm sure the number of partners is not a "normal distribution" but rather a power law of some sort.
