These wasteful people make me shake my head. and they often complain to me how poor they are and had nerve to ask me for money in the past!

I think lots of people run heat or AC all the time... It could be a security concern... if they're older, they might not like having the windows open at night... or allergies or any other reason. In this case, unless they had the thermostat set really low, it was likely just a fan moving air around. Maybe they were away, and locked the place up and left the AC on to turn the air over while they were away. I do that whenever I'm away...

As an aside, don't you have something more important to do than worry about whether your neighbors AC is on?

Last night, it was 15 C outside, yet my neighbour had AC blasting nonstop, with all the windows shut. WTF?!?
I assume its a window unit.
White noise. Far easier to sleep with the sound of the fan running than the noises of the city with the window open....

They may have even had it on fan, with the vent open. Uses very little power.

Why do you care?

My ex-superintendent told me about having had tenants who left AC
on while they were away from the unit for dayson vacation. When
utility is included in the rent you can't really expect people to conserve.

As environmentally damaging as AC is its impact is nothing compared
with driving an automobile 30--50 times heavier than the driver for mostly
mundane tasks. But I won't lose sleep over such insanity. It is a good thing
to expedite exhaustion of cheap and limited resources so the world can
wake up sooner to the real cost of renewable energy that is as enviromnetally
friendly as it is expensive.

Two possibilities.

1) They turned on the AC and forgot it was on. The AC only cooled to what the thermostat is set at. Once the temperature is achieved the compressor shuts off and it is just the fan turning.

2) The sun heated the house up during the daytime and they really need to cool the house down.

I have a neighbour 3 houses down that turns his A/C in May and only turns it off in September, every year. He's even had it on with windows open. Younger couple too. I never tried to make sense of it.

I have the AC going pretty much from the time I get home, until the time I go to work the next morning from May to the end of sept. In my place, even though it might cool down outside, the inside temperature is still often much warmer sometimes even 10 degrees warmer. Opening the window does not seem to do much unless there is a strong breeze, which is annoying as it blows things around. Plus i like it to be cool when i sleep.

If their place is well-insulated maybe they are taking advantage of time of use rates (about half the price to run at night) to cool the place off for the day ahead.

Depends on how much insulation (or lack) of insulation in the house and the efficiency of the A/C unit.
