CBC is pretty close, they have an ombudsman to watch out, but they are swinging slightly to the right in order to try to avoid the wrath of the Harpies.
The point being that we make laws to try to stop them. We all know pols—Rob'n'Doug included—get tempted and pushed into low dealings, even outright criminality, but that does not mean we think it's OK. Nor excusable because 'everybody does it', a common prejudice, which exercises like the current compliance audit proves not to be true at all.
