Well the UN say no No Fly zone. Can anyone say Rwanda? OMG, Tweedledum & Tweedledee would be proud.
On the flipside, can anyone say Srebren....Shreben.....Chevronitza?? Because I sure can't!! C'mon, ya'll know, that place that was under UN protection but saw a massacre anyways.
The imposition of airpower won't protect people on the ground from other people on the ground......you need more people on the ground to keep the first two groups of people from grinding each other into the ground. But those people can't just be observers, or rely on the reputation of the body that sent them, or even on the magical tranquilizing power of their blue helmets. Nobody is willing to do that, though.
As for arming the rebels....Landscaper already brought up many many excellent reasons against that. If arming them is to be a remedy to prevent a potential massacre, would anyone be willing to assume 100% responsibility that the well-armed rebels won't commit their own massacre of the gov't forces? Thus far, these aren't unarmed civilians we're taking about - its two armed opposing groups....not evenly armed, or trained, or manned, but thats why is sometimes called acentrifical* warfare (or sumtin' like that, isn't it?)
If the rebels are fearin' for their lives and want outside intervention to save them, they might want to consider surrender......not to Qaddafi's dudes, but to the UN or NATO or EU or any one of the bodies there are looking to for help in killing the other guys. The rebels surrender to NATO, par example, and become our prisoners and responsibility - Khaddafi cannot continue his attacks wihout drawing us into match....of course the rebels should also be bound to face justice for anything illegal they may have done.......what do you think the chances of that are?
This was pretty much destined to end in a bloodbath one way or the other from the get-go. Sad situation, but unless theres any volunteers to try to avert the inevitable, there's not much that can be done about it. Hopefully, the next batch of rebels will have planned things out better than this batch did.
