At least in Canada, the shortfall is due to F'ups in the companies producing the vaccine - ie, private enterprise, capitalism, free enterprise etc... Did you know that Polands leaders refuse to accept any vaccine from a company that will not stand by the saftey of their product? Apparently we have hold harmless agreements with the drug companies.
