I saw a road with cracks and some minor holes repaired with tar sprayed on it. Afterwards a layer of stone was applied and a roller compressed the mixture. 15 years of heavy traffic and weather and it still looks good.
Google Macadam: What you're describing is "tar-bound macadam" (tarmac). Rural roads in Ontario were once annually sprayed with waste oil (macadamized) to settle dust and bind the gravel. i suspect that road still looks good because the gravel/tar isn't monolithic and can flex, unlike the driveways that 'have to' be resealed.

Asphalt is made from rock, sand and tar (oil), the sun dries up the oil, and it's now time to spray it back onto the asphalt penetrating in at the same time

You can learn from this website

You could but it would cost you a whole bunch more using refined oil from Canadian Tire than useing an oil produt specifically designed for the purpose

Driveway sealer designed for the job - ~$1.50/L

motor oil - ~ $3.50/L

(Just grabbed the info off a couple items at Cdn Tire's website)
