My understanding is that the OHR Tribunal was set up in the 1960's, prior to the Canadian Charter of Rights and Freedoms being added to the Constitution.

The OHRT allowed people to address perceived injustices to housing, employment, without the need to pay expensive legal fees. Often the the 1960's people could not find justice via the legal system due to economic circumstances.

I actually know a couple of TG's and their "motives" appear simply that they identify as being members of their non-birth biological gender. I think I would be saying that this teacher has created a disruptive environment and he needs to make changes to his appearance to be more in line with being an educator and not some side show.
