I never go to cities with the sole intention of mongering. Pattaya was the exception since I was in South-East Asia and had time to spare.

There are two main drags for mongering - Soi 6 & Walking Street. Walking street has regular bars & clubs lined up along Gogo Bars - there is nightlife there aside from mongering - regular clubs, bars, fast food, restaurants, etc... Soi 6 is back to back Beer Bars & Gogo Bars - pure P4P. There are also small pockets of Beer Bars and Gogo bars all over the city - as well as both legit & non-legit massage parlours. Freelancers hang out along the beach, as well as some 'regular' clubs along Walking Street. Almost any street you walk after sundown has some P4P.
I mainly visited Gogo bars although Beer Bars are normally more my thing; Gogo Bars are more loud music, ladies dancing, patrons sit & watch. Beer Bars are calmer, you sit and talk with the lady, share some drinks, more conversation, there's less pressure to take the woman home & I suspect less pressure for the lady herself to get barfined. Beer Bars are cheaper are Gogo Bars, usually less loud (Gogo Bars all have blaringly loud music). I felt like Gogo Bars put more pressure on both the patrons & the girls to 'make a sale'. Drinks are about 250฿ at cheapest in either establishment.

There are indeed some STUNNING women to be found - so make sure to sit awhile, sip your drink, take a look before barfining out some lady for the night.

I went to three different Gogo Bars along Walking Street while in Pattaya, the best was by far Windmill but there are so many, innumerably, more. All about the same price & same schtick.
I also visited one of the soapy massage parlours: Sabai Dee Body Massage. It was fun - an experience in itself - but like most of Pattaya it was a little too much (I don't have the words). Immediately as you walk in you're brought into the fishbowl, rushed to choose a lady - all ladies have a little badge A, B, C, or D (or some variation). Price corresponds to the services you'll get and/or looks of the lady. You can buy her a drink and have her sit with you in the fishbowl for a few mins but when I did exactly that I felt like I was making a faux pas and was rushed to seal the deal. I choose a top tier lady who was smiling at me the whole time, great overall body but exaggeratedly huge tits (big E's) on a slim, 155cm tall girl. She told me I could take pictures while in session but later told me it was only when she was fully clothed (elaborating this detail after we got into the room and I had paid; I wasn't going to force the issue). You pay immediately after selecting the lady, are herded to a room in the building (and it's a BIG building; I should also mention the fishbowl had literally ~150 ladies sitting around). It felt the closest thing I've ever seen to fast food sex. There are maids ready to clean the room as soon as you leave, if the MP has forgotten something she can yell out to someone in the hallway, etc... The whole set-up is built for efficiency.
Cost was 6000฿ for ~90mins of unrushed, smiling, but mechanical service. I wouldn't repeat - but the service was good, the lady friendly - but it all felt mechanical. I think maybe shorted on time by ~15mins.
Prices start at ~2500฿ for a bottom tier lady.
In the end - the town is just too sleazy for me. It's non-stop sexual massage parlours, Gogo bars, SP filled nightclubs. When I first walked into Windmill I sat down next to some old guy who looked ~60, who was fingering some young woman of ~20 on stage, in front of everyone, completely indiscreetly in full public view; it wasn't a show or anything, it was just some random corner of the club where I happened to sit down. I had to sit shoulder to shoulder next to this guy while she continued gyrating on stage while he stuck his fingers in her.
When I first walked into a pool hall in some anonymous alley of Pattaya, there were completely nude women playing pool who kept getting taken in the bar to be fucked by the patrons, after 15mins or so of coming from the back, some other guy would take her again. One of the ladies in said pool hall took a liking to me - the feeling wasn't mutual - and I could just not get her to take the hint and leave me alone.
If the aforementioned thing is your scene and sounds like a fun time to you - all the power to you! But, what can I say?! I'm too classy for that
?! It's just not for me.
There's a futile effort to reshape the city to be some family friendly destination which will never happen unless there is some HARD police clampdown on the P4P activity there. It seems like some kind of corny activity - shooting ranges, jet-skiing, etc... is the only supplemental activity to mongering. No real history in the city, no museums, no good parks, beaches crowded and filled with touts for all kinds of junk - it just wasn't pleasant for me by the end of my stay.
I also started to feel sad - some of the women I spoke to were intelligent and had higher education (some were also not smart, and hadn't finished high school) and for so many of them this is the only way they can get ahead in life.
I would not return.

Safety is generally excellent; don't make it easy for people to rob you - don't get super drunk & cause a ruckus in the club, leave big loads of cash open in your hotel room when you bring back a girl, etc... But you can safely walk around at night, you don't have to worry about getting exaggeratedly ripped off in the bars (you might get 'accidently' charged for an extra drink or two), etc... Thailand as a whole is pretty safe.

There are girls of different nationalities available - I saw Russians/East Europeans, Africans, & I imagine there are others in you look. I've heard to avoid anything but Thai/SE Asian girls - that the Africans would rob you, that the Russian clubs would severely overcharge you or are just ridiculously expensive. But I have no experience to base that on.

I didn't spend more than 1hr walking down Soi 6. It's apparently a cheaper option between the two places, as well as younger ladies. Walking Street was closer to my residence & for that reason I gravitated there.
