I personally think that if you are single, there is nothing wrong during this first stage to continue on. NOT to be confused with waiting. You ask her out on a date, if she is not available, say okay, pick a day and let me know. Always reply as it is better odds for you. That doesn't mean that if a date opens up with someone else, you don't take it.

I prefer when the gentleman calls me within the next day or two. If he waits a week I will have already written him off and he is less likely to ever get a date out of me. If you're waiting a week it means you're playing the game but a little too much for me. When I'm looking for a relationship I'm not looking for someone who wants to play games. I prefer the straight forward approach.

I think there is no way he should give up , sometimes things take time for people to feel comfortable or even just simply in the mood for that type of company.
