No it's not indicitive of the average police officer. Obviously this guy needs permanent residence in a psychiatric hospital
It's a well known psychiatric fact that people who torture and kill, started out practising on small animals until they escalate to humans.
Its hardly an indictment of police.
I'd say its more likely to be the result of the fetishism of pyschopaths, as in Dexter, and pretty much any media account of serial killers.
