Does Toronto have an area where soliciting is not enforced? If so, where is it? In other words, is there a section of TO where the cops turn a blind eye in exchange for the ladies staying out of other areas of TO?

Not really, solicitation is illegal, prostitution is not and incalls are illegal while outcalls are not as long as you don't solicit.

most street walkers are on church and jarvis area, they park their mercedes and 7 series BMW in the parking lot on church south of carlton

I frequent the Pheonix, which is in that area, and I can say EVERY weekend I have seen LE in pairs of two or three "walking the beat" on Sherborne early in the night 9-11 let say. I know that area also has many half way houses, so perhaps that why they are there, I am not sure, but be carefull. And also I am pretty sure some of them dames are dudes, another thing to be carefull of.

btw...there is no discussing of "street action" on TERB, so keep this thread clean and simply informative regarding LE.

I apologize if my question over-stepped the bounds of TERB. It wasn't my intent. I was just curious what this city's laws were in that respect. I also wasn't aware that there was any legal difference between in and out. I don't really understand why there should be.

No one's going to bother you if you check out incalls, it's an archaic law that isn't enforced unless there are other reasons for cops to be interested like drugs or underage kids.
Otherwise TERB wouldn't allow discussion of incall ladies here either.
