Here's the NHL's hypocrisy, they shove gambling website ads on TV down our throats but their players can't wager on an NFL or NBA game. just ban gambling altogether.

Not sure it makes that much of a difference. He doesn't have a contract and hasn't played a game this year. Still, when you read these two statements, it doesn't make sense.

The NHL/NHLPA collective bargaining agreement states that "gambling on any NHL game is prohibited." It's a rule posted in every dressing room around the league. The NHL constitution, a document that details everything from club ownership rules to the powers of the commissioner, conveys similar information. Players and those working for a team or the league are allowed to bet on non-NHL events.

According to the NHL, "The League's investigation found no evidence that Pinto made any wagers on NHL games."

Not sure it makes that much of a difference. He doesn't have a contract and hasn't played a game this year. Still, when you read these two statements, it doesn't make sense.
They've offered him a deal but now how pulled it off the table. He's been trying to leverage them all year but Dorion has his back against the cap. My understanding is that he can't serve his suspension until he is signed.

These sports gambling sites are predators. If you keep winning they will ban you. If you keep losing they label you as a VIP and give you free bets to keep you losing. Don't throw your life away by gambling. The NHL should protect its fans like they try to protect its players. Ban gambling outright.

Elliotte Friedman was told, Pinto’s suspension officially begins with Game 1 of Ottawa’s season, and is not dependent on him signing a contract.

It's not just hockey, the Italian Azzurri are taking it on the chin with two of their brightest young stars suspended for 17 months. Tonali's former club Milan is also hurting, they wer unable to replace him and got shellacked by PSG 3-0.

I heard that they've already counted 6 of his 41 and his deadline to sign has been extended.

Get caught gambling and get a 41 game suspension, get caught putting someone in the hospital with a vicious cheap shot and get maybe a 5 game suspension.

Suspension would only start from the date he was signed (I'm fairly certain anyway)
EDIT - and after reading more seems like I am wrong

I can understand the theory of starting the suspension now I suppose. His rights are still the property of the Senators as he is not an outright free agent.
