Ok, fine. Time square was once an unsavoury place which was not particularly safe to go to and certainly not somewhere one would feel safe taking their family.
A mayor came in and drove away the unsavoury elements and now it's a popular destination for tourists.

I have no issue with helping people when they are down, but I don't believe these people you see on the street are genuine, down on their luck people. They are career beggars often with drug or alcohol issues. Giving them money is actually harming them rather than helping them. As has been pointed out in this thread they are sometimes intimidating and they do seem to prey more on female drivers. I have no problem believing that some, if not many of their "donations" are given out of fear rather than empathy. Making it illegal to give to them would empower those people to actually say no.

As I previously said, I'm all for helping people when they are down. If these people are geniune there there's plenty of organizations they can turn to and get them on their feet. Donate your money to them and the money will go much further and be more productive. Giving these individuals money will not help them.
