Yonge Street Tattoo's is really good. One of their artists Thor is one of the best in Toronto.

Rob at www.bobbyfive.com down on queen west at dufferin is absolutly the best in the city, he has done a lot of my work. unfortunatly he is now booking for summer of 2007. if you can get him you will not be dissappointed.

Younge street tattoos can be a pain...it takes ages to get the design if you dont have one off the shelf and they are failry pricey. I agree that Thor is good. Pauline is the owner and is very creative..i think she is better for elegant tattoos.
New Tribe on Queen is kewl, WES is the man. Very creative personable guy..Not as pricey as younge street Tattoos and your design will be ready a lot quicker if you need something custom. Wes is good at drawing stuff right on you if you need an extension to an existing tattoo or a fix up.
