Perhaps because he was no religious fanatic, I think Saddam both had a studied respect for US military power, and pretty plainly went out of his way not to provoke it, at least within the limits of his sinister, grandiose vision of his role as a latter-day Nasser or Saladdin. In fact, as the absence of WMD shows, he would sacrifice the latter for the former, when push came to shove.
