It will be interesting to find out if this was a joy ride theft or a contract theft. A snow plow is not your standard heist.

The plowing company should in some way be ticket/charge, etc. They got GPS tracking, so yeah just leave your truck, keys in it, doors unlock, motor running and if somebody steals it, he he, we got GPS tracking and can track the truck down, yeah right.
I left my car with the motor running ,heater left on while I went inside a store but I always LOCK the doors and use another key to get in it. Not just invite some nut to take my car and figure I can track the jerk down if it happens.
Fed Ex, UPS, etc all take the keys with them when they leave their trucks, even if for 10 seconds. You bait people enough, somebody will take U up on it.

At five o'clock in the morning as you are plowing a parking lot!? Even in a major city I bet that isn't uncommon when all you are doing is checking equipment or something of the sort.
I may be wrong, but weren't shots exchanged? Was he shot after he hit the officer with plow? This was after the driver ramed a cruiser and sent another officer to the hospital.
So this guy is looking at:
1st degree murder (killing a cop, probably worst type of murder after a politician).
Theft of vehicle.
Wreckless driving.

Length of time in the can is can be determined by earliest date for consideration of parole eligibility, which doesn't necessarily mean parole.
I think they tracked down the snowplow by GPS to the guy's house, and then they confronted him and shot him there.

Let's see he was out in a snowstorm and barefoot coming out of Regent Park. Odds are he was strung out and over there to try to steal from all the construction sites there.
