I think he offered to lower tariffs if china opened up its market. I dont see it happening.
Best solution is to decouple as much as possible until china agrees to abide by international trade laws and those promises are actually upheld this time which probably means a change in government in china.

would do anything? The rest of the world should drop to their knees

Trump did it for the drama. He will have to bring tariffs to zero
to end the trade war on the world.
The U.S. could have gotten away with moderate tariffs taking
advantage of the reserve currency status of the USD. Trump has
screwed it up.
Trump doesn't have to engage in talks if the tariffs are
as beneficial to the U.S. as it is devastating to China's
economy. He simply has to wait it out until regime changes
in China.
There might be some grandstanding but its part of negotiation. It would be silly to offer what you would accept as your opening especially when all other countries are looking to get the most out of you.
Unfortunately, it may take more than just waiting it out bc of how china is run by the CCP. Accelerating a regime change through social and political unrest would be beneficial to the Chinese and the entire world.
