The point is that Mexico is notoriously corrupt at all levels of government and police. When you add in that it is on the main direct route from the coke producing regions in South America to the major market in the USA, you can perceive the problem.

There is so much $$$ to be made from the drug trade that corrupt countries as well placed to profit as Mexico become destabilized. I'm not sure that Mexico is that much undermined at this point. It's a pretty large, populous country. IIRC, the most notorious example was Bolivia which was largely ruled by narco gangs for several years. Columbia was heavily destabilized back in the Pablo Escobar day and I suspect it's not much better now.
