The US already has a law saying it can't fund the ICC and it doesn't, so how would it threaten funding?
Previously they put sanctions on Bensouda, rump ordered assets seized by judges which Biden revoked and they've threatened to arrest judges.
So yes, not direct funding that would be cut instead they would try use sanctions to punish the ICC.
