A surrender would not have stopped the killing.
Only Israel abiding by the ICJ ruling that says they must prevent killing Palestinians would stop the deaths.

Those are the points the judges vote on and the 'provisional' title means they are deemed urgent and go to the front of the line for the ICJ.
All 5 provisional measures are aimed at Israel, none at Hamas.
Israel was ordered to prevent killing Palestinians in Gaza by the ICJ.
Instead they've upped the genocide.
