The shooter very probably had military training, but a 200 m shot with a scope and a tripod is an easy kill if there's a clear line of sight and the target is stationary.

No one s talking about institutionalizing all schizophrenics. The guy was not just a schizophrenic, he was a multiple recidivist felon that kept getting released by judges. This is a common story in all big cities these days, everywhere in the west we've gone soft on violent criminals. I see these stories all the time in QC, violent criminals get released after a slap on the wrist.
