Is there a way to do a background check on someone? I want to know if they were involved in criminal activity or anything like that in their past?

Private Investigator is a pretty solid option. It's costly, but if it's worth it to you, then I would look in your area.
Outside of that, all you can do is your typical research online.

I don’t believe so, which is why when it is required, the person is responsible for providing it themselves.

When a criminal check is required as part of a job application, the subject individual must provide consent to the employer to obtain the check. Employers typically outsource the check to a third party with the required expertise.
