Testing short range ballistic missiles is fairly common for many nations. ICBMs are totally different and pose a threat at longer distances, ie the US and NATO allies. Why didn't they test long range missiles during Trump's tenure and many during Biden's? The answer is there you just need to adjust your thinking and bias.

Trump wasn't weak...he committed to getting the US out of endless wars and Syria was one of them. He kept his promise. He put forward requests for humane action by Turkey against the Turks and ultimately left it up to them. Turks/Kurds have been at war for decades.
Also, if you read my previous posts, look up how many ICBM tests NK performed before Trump was in office, during, and after. You'll find your answer.

He was still at war for 8 years because the US is involved in a lot of conflicts, but he did stop one he inherited.

Obama didn't stop the war in Iraq, he reduced the troops. The US was still in Iraq after Obama left office. He also promised to close Guantanamo Bay but didn't.
Trump promised to exit Syria. Promise made promise kept. He warned Erdogan not to use inhumane tactics against the Kurds but ultimately, his goal was achieved and Kurds have been fighting Turks for a very long time.

Also, he felt he was making significant progress in squeezing Ukraine without military force with Trump's support, so no need to waste resources.
And, finally, Zelensky had started cracking down on Russian propaganda in Ukraine and said he was going to support the National Defense plan that called for a stronger position on the Crimea situation.
Putin didn't start building up his troops until then.
The situation was just different in 2021 than it had been earlier.
Because North Korea has been expanding their production and have more of them to test now.
They started testing ICBMs under Trump, and have been expanding their tests ever since.
