I would say Rush Limbaugh was one of three main components to this.

With the Fairness Doctrine gone, people of all sides were now able to grab hold of controversial topics and only present their side as if it were gospel truth, allowing no room for nuance or discussion. No one took advantage of this more than Rush Limbaugh.
The other component was political strategist Lee Atwater, who, starting in the mid-1980s, really birthed gutter politics in the USA.

I'm not old enough to recall the Reagan years, nor interested enough in US politics back in the Lee Atwater era to even know about it. All I recall is my latently racist friends who found valifation in Rush and then went on to hate Obama, specifically because he was a n-word. And these guys were CANADIANS. Not a chance to vote in the US or have ANY influence. Nor social media to share their bilious vitriol with others like nowadays.
I only got interested in US politics when Trump came into the office. I almost did business with him on three occasions. Once in construction, once in a product and once in a possible Las Vegas tourist attraction. I met him in person for the construction deal and my lawyer (local to the area and having had other clients dealings with Trump) advised me to stay far away from him. I got the same bullshit con artist vibe from him. Second with the product endorsement. The majority partner really thought he'd be a great fit and I went along with it but Trump wanted terms that were even too greedy for the partner. Third was a connection through a former Miss America contestant who thought she was special to Trump. Yes, we got a meeting with him in Vegas and yes, he thought it was a great idea, and yes he wanted to fuck my friend/possible biz partner to take things to the next level of 'due diligence'. She got a reality check. She said that he hit on her during the pageant but thought it was normal, but that she was somehow special. Again reality check.
