I think off loading DVP and Gardiner is great for Toronto. I don't really care much about Ontario Place TBH. Also Toronto should be able to cut 50-100 cops as the OPP takes over on DVP and Gardiner. The TTC take over of the lines improves the pool of funds and integration.

There really was/is NOTHING that the City of Toronto can legally do to prevent Druggsie from proceeding with his scatterbrained scams for Ontario Place. The possibility of building the underground parking lot at the CNE as proposed by Chow would be a good trade-off for the overall horrible situation at Ontario Place as it would free up the current Ontario Placer surface parking lot for more green space by the lake.

The province always had legal control of Ontario Place and can legally do whatever they want to do with it. And no amount of legal intervention by the City of Toronto can undo the provinces legal control.

In fact, the province can do legally do whatever it wants with parts of or the whole of City of Toronto. They can abolish city council, install a 'puppet' administration of their choosing and drive bull dozers throughout the city.
