Not really. It would be theoretically quite easy for a democratically elected head of state to be a terrorist. Whether that leader is in practical and actual terms a terrorist is the real issue. And really, it's not evil to suggest that a certain leader, oh, shall we say perhaps....GWB, is a terrorist. It may be stupid, simplistic or wrong.
