I was there in November but didn't make it out to Vedado and La Rampa (Calle 23). I hung out on Galiano where there are four clubs around the Casa De Musica. Just talk to the ladies on the street or hit the clubs.

Did you experience the food shortage? Was looking at trip advsor and it seems a lot of hotels are having problems.
I was in Holguin (city) for three weeks in October. It depends on the day of the week for food shortages but by no means are you deprived of food ... just not what you want. I spent a weekend at a resort in Guardalavaca and experienced no major shortage of food (ie. eggs at breakfast etc.). Ya just gotta remember ... it's Cuba!
I don't stay at the resorts, I rent a casa and eat at home or local restaurants. Never had a problem with food, ate at San Cristobal often cost me about $3,000 pesos ($12 USD) for steak, lobster, french fries a glass of wine and complimentary rum and cigar after dinner.
Buy eggs, fruits, veggies and bread on the street. Bring your own bacon and you have breakfast at home!

Seriously, your chances of "pay-4-play" at any of the Cayo Beach resorts (Cayo Coco / Cayo Santa Maria / Cayo Largo / etc.) are SLIM & NONE. Those resorts cater to families & older couples. There is no nightlife scene. The closest towns are hour away.
Varadero is an option, but honestly not worth it.
TBH, if your main purpose of a vaca in Cuba is for a hookup, go to Havana, otherwise go to the DR.
I noticed on Trip Advisor that bringing your own toilet paper to the resorts is now often recommended for Cuba.
Yeah, it all depends on when & where you're going.
Recently know that the ferry that brings supplies from the main land to Cayo Largo broke down, and hence supplies were scarce.
I also know that in Cayo Coco they've been struggling off & on for the past 12 months or so with water pressure & water service.

Also what is govt stance on mongering there? - Do they support as it this brings foreign currency or do they curb it?

Just look on Airbnb. When searching use the filters for entire home that way you have your own apartment and they are all friend friendly. You don't want a room in anybody's house. You want your own place. And just hone your search in on the area you want. Anywhere from Galiano over to Parque Central should be ok. Lot's of places right on Galiano.
There are no Agencies period! nothing like that there. Just meet girls on the street or in Clubs. You may be able to bring a lady into a hotel but security may stop you but would probably take a tip to look the other way. Typically the hotel would want you to pay for the lady at full cost.
It's easier to stay at a hotel and rent a house for mongering if you don't feel safe staying in a house. Otherwise just book a house don't waste money on a hotel. That just frees up cash for mongering.
The gvt does not support mongering but does nothing to tourists. Typically it is the lady that needs to be careful and they can be stopped by police and questioned as to why they are with a foreigner but that is very rare during these difficult times.
It is all situational, but generally you can spend time with a lady for between 5k - 10k pesos or 15-30 USD.
It takes time to learn and understand Havana but it really has never been better except that in the past there were many more women around. Back in the day, women where not allowed to leave the country let alone their own province.
If you have someone else going with you, this is the last place I stayed at. Great location and beautiful private house. It's located between Paseo del Prado and Galiano right on the Melacon, 5 mins. to Parque Central. We paid $ 1,800.00 CDN for 17 nights splt 3 ways. $ 600 each pretty good deal!

I hope there are no safety issues in general. I have stayed in Varadero resorts before, but just went to Havana for a day.
Next time - I will stay in Havana and try to follow your advice to meet.
